Promptly! December 7th, 2015

I sometimes create a writing prompt for a friend, but I figured I'd let everybody in on the action. This prompt is for anyone to use and, hopefully, be inspired by.

Writing Prompt for the week of December 7th, 2015
One crisp autumn morning, you're walking through the park just outside the state capitol. The leaves have turned, but many still cling to the tree branches above. You look across the lake at the old building and notice a large crowd start to exit. Curious, you take a few steps closer, but soon the crowd has made it's way to you. A brown-suited man leads the pack, followed by others similarly dressed and even more bearing cameras and microphones.
"That's it!" the brown-suited man shouted, "We're done. Somebody else can deal with it."
"But who?" A reporter cried out.
"Anybody! I don't care. How about this guy?" The brown-suited man hands you a rolled-up scroll of papyrus, then walks away.

What happens next?
